Discussion Paper Subscriptions

CEPR Discussion Papers and Policy Papers are available for viewing, printing and downloading in Portable Document Format (PDF) files from www.cepr.org.

A user who is authorized to download these publications has the right to view, print, and save the publications, where ‘save’ is defined as: 1) retaining hard copies of the publications which are accessible only to the user and which have been generated from the PDF files of the publications; or 2) retaining electronic copies of the publications in PDF file format on a computer disk which is accessible only to the user.

Authorized users are not, however, entitled to save these publications, in whole or in part, in their PDF or in any other electronic format, on any internet or intranet site which can be accessed by non-authorized users (as per our list below). Such sites include, but are not limited to, any World Wide Web (‘www’) or File Transfer Protocol (FTP) location.

For academic institutions, ‘authorized users’ include:

• Faculty members (including temporary or exchange faculty members for the duration of their assignment);
• Graduate and undergraduate students;
• Staff members;
• Contractors (provided they have been informed of, and agree to abide by, these Terms and Conditions).

For companies and governmental institutions "authorized users" include:

• Staff routinely employed by the subscriber;
• Contractors (provided they have been informed of, and agree to abide by, these Terms and Conditions).

We offer two authentication procedures for online access - "Site Authorisation" and "Login ID & Password". Subscribers can use either or both of these methods.

• Site Authorisation: This will be the preferred option for most subscribers because it enables all users at the subscribing site (i.e., a university campus, an institution, or a corporation) to download the full text of all our Discussion Papers. [If your organisation already subscribes to online Working Papers of the National Bureau of Economic Research (NBER), it may be helpful to know that the process of establishing online access to CEPR Discussion Papers is very similar.] To establish Site Authorisation, CEPR needs to know your Domain Name and Network Number(s). 
  • Domain Name: Your Domain Name is usually the information that follows the @ in your email address. For example, our Domain Name is ‘cepr.org’. 
  • Network Number: In order to authenticate downloads from more than one computer in your institution, we need to know your Network Number (which is not the same as your computer's IP address). You would probably need to ask your Network Administrator for your Network Number. It will represent a range of IP addresses, and the range of addresses must cover all the computers from which you want users to be authorized to download papers. Depending on the terms of your site license, this may represent all the computers within your department, or within your entire university or your firm. Your Network Number will follow a 'dotted quad' formula -- it is four sets of 1-3 digits, separated by periods. For example, your Network Number might look like 212.32.32.0 or 123.167.55.0. In the first example given above, if your Network Number was 212.32.32.0, your computer's IP address might be 212.32.32.145. In most cases, your Network Number will end in 0. It is not the same as your computer's IP address, which is only one of the many addresses covered by your Network Number. Because your IP address can only correspond to one computer, we cannot use it to authenticate downloads from all the computers covered by your site license.
• Login ID & Password: While site authorisation is the most convenient way to access our papers on-site, we also offer access via login ID & password to allow off-site access. This can be used instead of, or in addition to site authorisation and allows anyone with a current email address from a subscribing institution to access our papers through a CEPR profile created at hub.cepr.org.

In what format are Discussion Papers available?

The DPs are available as Portable Document Format (PDF) files compatible with Adobe Acrobat Reader 3.0 or above.
 

What do I need to read Discussion Papers?

To view and print the PDF files, you will need software such as Adobe Acrobat Reader.  Your browser may already have the Adobe Acrobat Reader as a Plug-in.  If you do not have it, it is freely available to download from http://www.adobe.com  
 

Can I list CEPR Discussion Papers in my Online Public Access Catalogue (OPAC)?

Yes, you can list our papers in your OPAC system. You can link to the abstract listing of each paper (which also contains a link to the PDF of the paper) using the URL https://cepr.org/cepr.org/publications/dpXXXX (where XXXX is the number of the paper), i.e. https://cepr.org/publications/dp17506 would link to DP no 17506. 

Can I have both Site Authorisation (Domain/IP Address Authentication) and Login ID/Password Access on the same subscription?

Yes, we now offer a combination of site licences and Login ID/Password access to allow off-site access for subscribers. 

How do our users register for off-site access?

First you will need to register all of your domain names (the part after the @ symbol in your institution's email addresses) with us by sending them to [email protected]. 
Users will then need to create a CEPR profile at hub.cerp.org and, if we recognise their email address as being from a subscribing institution, they will be able to access the papers online.

Can we establish a direct link to the page from which we download electronic Discussion Papers?

Yes - electronic Discussion Papers (eDPs) are searchable and downloadable from here

Do we need to sign a Site License Agreement in order to download electronic Discussion Papers (eDPs)?

No, you don’t need to sign an Agreement.  You do need to agree to our Terms and Conditions. Licence agreements are available for users who need them.

Which Discussion Papers are available online, and how do I obtain papers that are not?

Most published Discussion Papers are available to download from www.cepr.org. There are a few gaps in the early years of the sequence as these papers were not originally available in digital versions and were digitised and uploaded from an office archive that was missing some papers. If you require a specific paper that is not available in digital form, we will endeavour to obtain a copy and send you a scan. Please contact [email protected].

Are Discussion Papers still available in printed form?

No, we are no longer able to provide printed copies of Discussion Papers. Your print shop should be able to print them for you from the pdf file if required.

Are multiple, simultaneous Logins possible with a Login ID and Password account?

Multiple, simultaneous Logins are possible with a Login ID and Password account, provided that only authorised users access utilise the account (for a definition of authorised users, please see our Terms and Conditions).

Are CEPR electronic Discussion Papers free to developing countries?

No. CEPR electronic Discussion Papers are not free to developing countries. We will consider individual requests for discounts to users from institutions in developing countries.  Please contact [email protected].
